Einleitung<\/strong><br \/>\nDie <strong>NIS-2-Richtlinie<\/strong> (Network and Information Security Directive) der EU ist eine \u00fcberarbeitete Version der urspr\u00fcnglichen NIS-Richtlinie und dient der St\u00e4rkung der Cybersicherheit in den Mitgliedstaaten. In \u00d6sterreich muss sie bis <strong>17. Oktober 2024<\/strong> in nationales Recht umgesetzt werden. Ziel der Richtlinie ist es, einheitliche Sicherheitsstandards f\u00fcr kritische und wichtige Einrichtungen zu schaffen und so das Risiko von Cyberangriffen zu minimieren.<\/p>\n<p><strong>2. Erweiterter Anwendungsbereich<\/strong><br \/>\nW\u00e4hrend die urspr\u00fcngliche NIS-Richtlinie nur wenige Sektoren betraf, erweitert NIS-2 die Anforderungen auf eine Vielzahl von Unternehmen und Organisationen. Dazu geh\u00f6ren:<\/p>\n<ul data-spread=\"false\">\n<li>Energieversorger<\/li>\n<li>Verkehr und Logistik<\/li>\n<li>Gesundheitswesen<\/li>\n<li>Finanzdienstleister und Versicherungen<\/li>\n<li>Digitale Dienste und Telekommunikation<\/li>\n<li>\u00d6ffentliche Verwaltung<\/li>\n<li>Wasserversorgung und Abfallwirtschaft<\/li>\n<\/ul>\n<p>Damit unterliegt eine gr\u00f6\u00dfere Anzahl an Unternehmen und Beh\u00f6rden neuen Sicherheitsanforderungen und Meldepflichten.<\/p>\n<p><strong>3. Zentrale Anforderungen<\/strong><br \/>\nUnternehmen und Organisationen, die unter die NIS-2-Richtlinie fallen, m\u00fcssen folgende Ma\u00dfnahmen umsetzen:<\/p>\n<ul data-spread=\"false\">\n<li><strong>Risikomanagement<\/strong>: Einf\u00fchrung von Sicherheitsma\u00dfnahmen zur Identifikation und Abwehr von Cyberbedrohungen.<\/li>\n<li><strong>Vorfallmanagement<\/strong>: Implementierung von Prozessen zur schnellen Erkennung und Reaktion auf Sicherheitsvorf\u00e4lle.<\/li>\n<li><strong>Meldepflichten<\/strong>: Sicherheitsvorf\u00e4lle m\u00fcssen binnen 24 Stunden an die nationale Cybersicherheitsbeh\u00f6rde gemeldet werden, eine genauere Analyse ist innerhalb von 72 Stunden erforderlich.<\/li>\n<li><strong>Gesch\u00e4ftsfortf\u00fchrung<\/strong>: Notfallpl\u00e4ne und Back-up-Strategien zur Sicherstellung des Betriebs auch w\u00e4hrend eines Cyberangriffs.<\/li>\n<li><strong>Lieferkettensicherheit<\/strong>: Auch Dienstleister und Zulieferer m\u00fcssen in die Sicherheitsstrategie integriert werden.<\/li>\n<li><strong>Schulungen und Sensibilisierung<\/strong>: Unternehmen m\u00fcssen ihre Mitarbeiter regelm\u00e4\u00dfig in Cybersicherheitsfragen schulen.<\/li>\n<\/ul>\n<p><strong>4. Verantwortung und Sanktionen<\/strong><br \/>\nDie Gesch\u00e4ftsleitung tr\u00e4gt eine <strong>pers\u00f6nliche Verantwortung<\/strong> f\u00fcr die Einhaltung der NIS-2-Vorgaben und kann bei Verst\u00f6\u00dfen haftbar gemacht werden. Die Strafen bei Nicht-Einhaltung sind erheblich und belaufen sich auf bis zu <strong>10 Millionen Euro oder 2 % des weltweiten Jahresumsatzes<\/strong>.<\/p>\n<p><strong>5. Umsetzung in \u00d6sterreich<\/strong><br \/>\nDie nationale Umsetzung der NIS-2-Richtlinie erfolgt durch das <strong>Bundesministerium f\u00fcr Inneres (BMI)<\/strong> sowie die <strong>Cybersicherheitsbeh\u00f6rden CERT.at und GovCERT Austria<\/strong>. Unternehmen sollten fr\u00fchzeitig Ma\u00dfnahmen ergreifen, um sich an die neuen gesetzlichen Vorgaben anzupassen.<\/p>\n<p><strong>6. Fazit<\/strong><br \/>\nDie NIS-2-Richtlinie bringt wesentliche Verbesserungen f\u00fcr die Cybersicherheit in \u00d6sterreich. Sie stellt h\u00f6here Anforderungen an Unternehmen und Organisationen, um Cyberangriffe besser abzuwehren und die digitale Infrastruktur des Landes zu sch\u00fctzen.
